Maternity Quality and Safety Programme (MQSP)
Local maternity quality and safety programmes have been operating in each DHB since 2012 and have raised the profile of maternity quality and safety by establishing more effective governance structures, enhanced clinical leadership and better engagement with the sector and consumers.
Waikato DHB's MQSP objectives are
- To bring together the voices of the wider maternity sector
- To provide a framework to increase quality improvement in maternity services
- To be a mechanism to monitor maternity services

Health equity for high need populations / Oranga - Waikato MQSP has a focus on improving health outcomes for priority women and increasing health equity.
Safe, quality health services for all / Haumaru - Quality and safety is the overarching aim of the MQSP Programme.
People centred services / Manaaki - Waikato MQSP has a strong focus on consumer and staff engagement particularly using co-design methodology when making changes.
Effective and efficient care and services / Ratonga a iwi - Waikato MQSP projects include an element of effective and efficient service improvement.
A centre of excellence in learning, training, research and innovation / Pae taumata - Sharing learning is a key element to MQSP.
Productive partnerships / Whanaketanga - Waikato MQSP works in partnership with a number of teams across hospital primary and community services.
Alignment with New Zealand Maternity Standards
The Maternity Quality and Safety Programme has enabled Waikato DHB to work towards implementing the New Zealand Maternity Standards, which are:
Standard One: Maternity services provide safe, high-quality services that are nationally consistent and achieve optimal health outcomes for mothers and babies.
Standard Two: Maternity services ensure a women-centred approach that acknowledges pregnancy and childbirth as a normal life stage.
Standard Three: All women have access to a nationally consistent, comprehensive range of maternity services that are funded and provided appropriately to ensure there are no financial barriers to access for eligible women.
Alignment with Triple Aim framework
The Institute of Healthcare Improvement (IHI) Triple Aim (Individual, Population, System) is being used by New Zealand Health Quality and Safety Commission as a framework to improve the New Zealand health system performance. At a local level, Waikato MQSP links closely with Waikato DHB's Quality and Patient Safety team in its approach to improving maternity services.
Individual: Having an understanding of the experience of care when planning/changing services and to involve consumers using the service on an on-going basis.
Population: Through population health information, maternity data analysis and consumer survey feedback have a good understanding of our maternity population health needs.
System: Have in place quality improvement systems and effectiveness underpinning maternity services.
Maternity Annual Report
Waikato DHB publishes a Maternity Annual Report, coordinated by Ruth Galvin, manager of its Maternity Quality and Safety Programme (MQSP), to outline to the Ministry of Health and to other stakeholders (including consumers of Waikato maternity services) its progress in MQSC during that year. The purpose of the report is
- to give an overview of maternity services in Waikato.
- outline quality and safety improvements made in that year
- describe Waikato DHB's plans to improve the quality and safety of its maternity services in the coming year.
Maternity Annual Report 2018/19
Waikids Early Childhood Centre (Waikato Hospital) - June 2019 review by ERO
All providers of early childhood services to children are reviewed every three years by the government’s education review office to see if they contribute effectively to children’s learning and promote their wellbeing. Waikids Early Childhood Centre in the paediatric wards at Waikato Hospital, staffed by hospital play specialists, was reviewed in June 2019. This report reveals that Waikids is very well placed to promote positive learning outcomes for children.
