Health Needs Assessment 2008

    The Waikato District Health Board’s Planning and Funding Division is working with providers to achieve the best possible health and independence for people throughout Waikato.

    The division’s role is to:
    • Analyse and understand the health needs of the Waikato population;

    • Use the health needs analysis to assist the development of plans, including the district strategic plan and district annual plan;

    • Create tools to ensure equitable and acceptable spending of scarce health funds;

    • Work closely with providers to ensure the effective delivery of quality healthcare services within available funding.

    The Planning and Funding Team

    Planning

    Planning is an integral part of purchasing and providing healthcare services. The role of the Strategic Planners is to analyse and understand the health needs of the Waikato population used in the development of the District Strategic Plan (DSP) and the District Annual Plan (DAP). The DSP and DAP inform health service providers of the probable future purchasing direction of the DHB.

    Funding

    The Funding Team includes a Senior Funding Manager and Performance Analysts and is responsible for negotiating the total funding package for Waikato DHB with the Ministry of Health. The Funding team create tools to ensure equitable acceptable and effective spending of health funds. It acts for the Waikato DHB in local and national technical and strategic forums working on the development of funding and pricing as well as service and purchasing frameworks.


    The Portfolio managers

    Portfolio Managers are responsible for ensuring effective relationships with providers of healthcare services purchased by the Waikato DHB including DHB Provider Division, other areas of responsibility include:
    • Managing requests for proposals for services
    • Negotiating and agreeing contracts with providers
    • Monitoring providers reporting requirements 
    • Working at national level with the Ministry of Health, DHBNZ, and other DHBs
